Lincolnshire LMC Levies
The LMC levies are designed to provide income to support the LMC locally and also to provide a contribution towards the national costs of representing general practitioners.
There are two types of levies, the Administrative levy, and the Voluntary levy. Irrespective of the contractual framework that a practice operates within, the levies are collected on a straight capitation basis. Where appropriate the LMC collects the levies by way of mandates signed by the practice. The expense incurred in paying these levies is cost neutral for the GP, as the expense is paid back to GPs, in the same way that other expenses, e.g. Defence Subscriptions are factored into our income. This is the so-called Cost-plus mechanism.
Administrative Levy
This is calculated according to the capitation levels of each practice. Capitation figures are adjusted quarterly and are reported to the LMC via Lincolnshire Shared Services. The current level of the administrative levy stands at 39.7p/capita.
Voluntary Levy
This is also calculated as for the administrative levy, according to capitation levels. All contributions received by the LMC are paid directly to the General Practitioners Defence Fund. Voluntary levy is rated at 0.59p/capita.
GMS Doctors
Doctors working under GMS are obliged to pay the Administrative levy and there is no need to get a mandate signed for this. The Voluntary levy does require a mandate to be signed prior to it being collected.
PMS Doctors
PMS contracts operate under a different section of the NHS Act, the compulsory Administrative levy cannot be applied automatically, and as such a mandate is required for both it and the Voluntary levy.
Salaried Doctors and Locums
In Lincolnshire all PMS and GMS practices support the local LMC structure through the administrative levy. Consequently, it was agreed by the committee that any doctor working as a GP in one of our practices would not be required to pay any further levy, and could avail of the LMC services.
